Minister of Public Administration Marash Dukaj has sent today the information to PM Milojko Spajic and Parliament Speaker Andrija Mandic about the need to urgently solve problems in the local self-government system, with a focus on challenges in the municipalities of Savnik and Kotor.
The Ministry recalls that the election process in Savnik has not been completed since 2023, and in Kotor since September 2024.
Dukaj has emphasized that there is a danger that assemblies that do not have electoral legitimacy will elect the presidents of these municipalities. The stated situation, as it is added, causes serious legal and political consequences, which are reflected in the absence of electoral legitimacy, the meaningless of democratic processes and the limitation of citizens’ right to local self-government.
The Ministry has exhausted all legal possibilities to influence and act on the aforementioned negative phenomena, and the Parliamentary Committee on Comprehensive Electoral Reform has undertaken the obligation to resolve the crisis in the Municipality of Savnik.
