The Montenegrin Tax Administration collected €955m in tax revenues from January to July 2025 — €3.2m more than the same period last year. Director Sava Laketic stated that VAT collection rose by 21%, countering claims of a summer revenue decline.
Over 2,500 inspections since May have led to 706 violations and €2m in fines, mostly targeting unregistered rental providers. Plans are underway to connect with banks to identify illegal rentals.
Despite improved tax collection, tax debt remains a major issue, currently totalling €745m. While most recent debts are recoverable, older ones are more complex. Local governments and municipal companies remain the top debtors. A law freezing interest but requiring repayment of principal is expected by year’s end.
