Prime Minister Zdravko Krivokapić hasn’t learnt the difference between a draft law and a bill in 100 days at the head of the Government. He explained to the press on Thursday that he would send Parliament for adoption the draft law on the budget for this year and the draft law on the origin of property. For the Prime Minister and those who don’t know yet – the draft law is made by the relevant ministry, and the Government, after the opinion of Economic Affairs Commission (KEP), adopts it and sends it to Parliament in a form of a proposal, Pobjeda writes.
In 100 days, the Prime Minister didn’t even understand that voters / citizens shouldn’t be lied to.
He did a disservice to Minister of Finance Milojko Spajić when he stated that “secretly and in organized manner”, because of the fear of obstruction, he did the whole job of borrowing €890m with interest by himself.
The news about the indebtedness was published on Twitter on 9 December by Mr Spajić, who explained that the new indebtedness was planned with the June budget rebalance, and added that everything was done according to the law.
Criticism soon followed from some political parties, both those taking part in the government and the opposition, that several laws were violated during that issue, as well as that the public and Parliament weren’t consulted or informed about that arrangement.
The new Government hasn’t yet adopted the budget for this year, and at the end of last year, it decided on temporary financing, although it didn’t make a decision on that. To make things worse for the transparency of public finances, it didn’t revise the budget, which would enable temporary financing of 7 new ministries, which didn’t exist last year, and which by law belong to 12 last year’s revenues during the temporary financing.
On 28 January, the Government passed a new, fourth package of measures to support citizens and the economy, which they claim is worth €160m, all in order to more easily overcome the consequences of the coronavirus epidemic.
Minister of Economic Development Jakov Milatović announced that this new package of measures to support citizens and the economy was of the crisis character and that it was only the first step towards more comprehensive assistance in the coming period.
