Top-ranked in the Western Balkans: Montenegro ranks 65th by level of public sector corruption

Montenegro ranked 65th out of 182 countries and territories worldwide in the 2025 Corruption Perceptions Index (CPI), making it the best-performing country in the Western Balkans (WB), according to the report published today. With a score of 46 out of 100, Montenegro is perceived as having a significant but not extreme level of corruption. On the CPI scale, 100 indicates no perceived corruption, while 0 suggests a highly corrupt country. Montenegro recorded the same ranking a year earlier.

The score places Montenegro above the global average standing at 43 and at the top of the WB region.

In the broader European context, Montenegro ranks behind Slovenia, which placed 41st, and Croatia, ranked 63rd. It’s followed by North Macedonia in 84th place, Albania at 91, Bosnia and Herzegovina at 109, and Serbia in 116th place.
