The Montenegrin government postponed a decision on the controversial Carine investment beach project in Baosici after disagreements within the government over whether to terminate the company’s contract.
According to Pobjeda’s sources, Urban Planning Minister Slaven Radunovic opposed the proposed steps, warning of potential consequences for the state, while Public Works Minister Majda Adzovic supported measures to restore the site to its original condition. Prime Minister Milojko Spajic ultimately withdrew the material for further legal review and coordination.
The proposed measures included terminating Carine’s contract with the public maritime-management company, potentially paving the way for the cancellation of its building permit, and preparing a project to restore the protected coastal site. The location lies within the protected area surrounding the UNESCO-listed Natural and Cultural-Historical Region of Kotor.
The dispute follows a July decision by the National Commission for UNESCO, chaired by Spajic, which called for all relevant institutions to work toward restoring the beach after Carine failed to comply with an order from the cultural heritage authorities.
